Join the new generation revolution in policy and leadership. I am a Democratic gubernatorial candidate running outside the old traditional Democratic Party's mainstream wing of the elites, who no longer represent the young generation and the working-class population. I am committed to advancing an agenda that favors working-class families, expanding the social safety net aimed at improving the quality of life for struggling Californians, implementing measures to break up large trusts and monopolies to create a more competitive market, and addressing wealth inequality that can lead to social and economic disparities, essentially reducing opportunities for marginalized groups.
The Otto Duke's 19-point Manifesto blueprint, revealed on November 01, 2025, at a meeting with the Affordable Housing Network members held in San Francisco, is inextricably aligned with a young U.S. President John F. Kennedy's signature issues that prioritize economic, social, and environmental justice, fulfilling the Nazareth Manifesto, a call for social liberation and hope specifically for the poor. Proverb: 61:1.
The highlights of the 19-point manifesto include the following:
1. $500 Rapid Inflation Relief Payments for everyone. The program offers up to $500 per household under pressure, struggling from paycheck to paycheck, a quick financial support for daily needs, such as groceries, rent, or bills, during a period of high inflation. This program demonstrates my commitment to supporting Californians facing financial hardship, including seniors with limited incomes. Offering direct cash ensures that residents have immediate funds to cover urgent expenses and allows recipients to choose how to spend the money.
Eligibility and Priority Groups. To qualify for the Rapid Relief check, individuals must have filed their latest state income tax return. The program considers both income levels and family size when deciding the payment amount. Payments are sent out in phases. Those who have provided bank details in their tax returns will receive direct deposits. Others will get checks by mail. No additional application is required, as eligibility is automatically verified through tax returns. Priority groups are low and middle-income families, seniors, and dependents.
2. Universal Healthcare based on the Beveridge model, whereby a single government agency pays for all residents' healthcare costs The Affordable Care Act was never designed to provide universal healthcare. I pledge to work collaboratively with the legislature and seek voter approval for the necessary tax increases and federal waivers to provide a single-payer healthcare system for all Californians. Patients no longer need to navigate complex systems of in-network vs. out-of-network providers. Everyone is guaranteed access to essential healthcare services, regardless of employment, income, or pre-existing conditions.
3. Women's Health Issues According to the WHAM Report, women's health is an issue we can't afford to ignore. Women make up half of the California population. Interestingly, only a small percentage of the $190 million allocated to the California Department of Health and Human Services in the state budget for fiscal year 2025-26 goes to women's health issues and research.
I plan to increase funding in the state budget for women's health and research based on the following:
Women are fifty percent more likely to die than men following a heart attack..
Sixty-six Alzheimer's patients in the U.S. are women.
Non-smoking women are twice as likely to get lung cancer as men.
Anxiety and depression are twice as common in women as in men.
4. Four-day work week for state government full-time employees' well-being. Recent studies reveal that operating at peak efficiency requires a balance between work and periods of rest and recovery. If elected, I plan to work collaboratively with the legislature and SEIU Local 1000 to implement a four-day work week, instead of the traditional five-day work week, while maintaining the same pay and benefits for California State full-time employees.
5. Education I am a former teacher, and I know that education plays a crucial role in the development of K-12 students, enhancing critical thinking and problem-solving skills. The manifesto cites several real solutions, including addressing the surge of teen mental health crises in California schools, such as implementing strategies that prevent mental health problems, promote positive behaviour, link students to mental health services, and build supportive environments.

1. NEW OPPORTUNITY FOR CALIFORNIA'S GENERATION Z AND OTHERS FOR STATE JOBS IN 2027-28. NO DEGREE REQUIREMENTS.
California Gen-Z and millenials are facing an uphill battle in today's job market. If elected, I am obligated to remove unnecessary obstacles to employment.
Key Objectives: (1) To create approximately 30,000 state jobs in 2027-28 by removing college degree requirements for certain positions by recognizing skills and experience. (2) Allocate funds from the state budget for the fiscal year 2027-28 to programs to provide training and education to develop a skilled workforce in high-growth sectors such as healthcare, advanced manufacturing, renewable energy, Artifical Intelligence and digital ecosystem. (3) Improve the state government hiring process by removing restrictive qualifications for civil service jobs and expediting the screening process. (4) Direct state funding for the California Department of Industrial Relations, the California Career Center, American Job Centers and the Division of Apprententiceship Standards that oversees and registers apprenticeship programs across various industries for on-the-job training with related classroom instruction providing a pathway to skilled careers while earning wages and benefits for approximately 500,000 apprentices between 18-24 years of age.
2. NEW OPPORTUNITY FOR CALIFORNIA YOUNG ENTREPRENEURS AND SMALL START-UP BUSINESSES.
If elected, I plan to expand the State Small Business Credit Initiative Funded Programs and direct the California State Infrastructure and Economic Develpment Bank (iBank), administered by the Governor's Office of Business and Economic Development to offer loans to support start-up small businesses and young entrepreneurs that might struggle to obtain loans due to perceived risk from traditional banks.
3. STUDENT DEBT RELIEF PROGRAM LOAN FOR STUDENTS WITH PRIVATE STUDENT LOANS AND NOT EMPLOYED IN PUBLIC SERVICE.
I am committed to work collaboratively with the Legislature to resolve the issue of California students struggling with loan repayment. On day one of taking office, I will submit a proposed state budget for the fiscal year 2027-28 allocating funds for student debt relief of up to $50.000 for the forty-eight percent of students with private loans who are ineligible for public loan forgiveness programs. The legislature only need a simple majority to pass my budget for the fiscal year 2027-28 allocating state funds to pay student loan debt.
4. INCREASING AFFORDABLE HOUSING SUPPLY.
My key policy objectives to fix the affordable housing crisis are reducing regulatory burden, reforming zoning laws, expanding tax credits, implementing the Density Bonus Law to grant concessions to developers of a variety of projects to including senior housing, housing for the disabled veterans and a certain percentage of new housing units that are affordable housing units for lower-income households. Enforcing Senate Bill 9 (2022) allowing duplexes to be build on single-family home lots in severeley burned out areas and the Housing Accountabiity Act (Gov. Code ยง 65589.5) limiting local government's ability to deny or reduce the density of housing projects that are consistent with objective standards and reducing the cost of developing affordable homes by applying for the welfare property tax exemption at the time a property is dedicated to affordable housing. Finally, I will authorize the state to provide funding and technical support to local governments and affordable housing developers to support projects in disaster-affected areas such as Los Angeles "Palisades fires." I serve as President for a California Housing Association and if elected, I pledge to work with the Legislature for the special purpose to increase the affordable housing supply by cutting red tape and fast tracking new contruction of duplex and multi-family rental housing across the state.
5. FOUR-DAY WORK WEEK FOR STATE GOVERNMENT FULL-TIME EMPLOYEES' WELL-BEING.
Recent studies reveals that operating at peak efficiency requires a balance between work and periods of rest and recovery. If elected, I plan to issue an executive order implementing a four-day workweek instead of the traditional five-day workweek, while maintaining the same pay and benefits for California State full-time employees. The goal is to improve work-life balance for the state full-time employees' well-being, boost statisfaction, increase productivity, and retain skilled employees. The trial period to start on July 01, 2027 to test the feasibility and effectiveness of the new schedule, including specific days off. SEIU Local 1000 representing the full-time state employees and the Legislature is invited to join in a cooperative effort to negotiate and engage in good-faith discussions to reach a mutually beneficial agreement addressing potential challenges and solutions for issues such as client communication, team coverage, workload distribution and to suggest ways to measure success. As a proud member of SEIU Local 2015 with over 700,000 members, I will continue to address issues impacting the labor agenda in 2027-28..
6. PLEDGE TO IMPLEMENT UNIVERSAL SINGLE-PAYER HEALTHCARE SYSTEM
If elected, I plan to submit to the Legislature a Proclamation for the state to act as the primary insurer for all Californians' healthcare, ensuring every resident has access to the necessary medical care, and reducing the severity and impact of diseases. The proclamation aimed to remove the financial strain of healthcare costs, the risk of medical bankruptcy, and poverty, allows for a healthier population, reducing the severity and impact of communicable diseases, a productive workforce
and econmic growth.
7. CLIMATE CHANGE POLICY.
My top priorities include an economic approach with modern ideas, aiming to mitigate greenhouse gas emissions, and adapt to climate impacts, promote sustainable practices, restore environmental scrutiny for projects like hotel, resorts on habitat for protected species and investments in clean transportation.
8. EDUCATION.
I am a dedicated teacher (part-time) on stabbatical. I know that education plays a crucial role in the development of K-12 students, enhancing critical thinking and problemi-solving skills. When we drop off our kids at school, we trust they will be educated. That being said, Governor Gavin Newsom's proposed complex accounting maneuver to recategorize money given to be spent by schools as "non-education" fundingis potentially destabilizing education and undermining Proposition 98 passed by the voters in November 08, 1988. My priorities are (1) prohibits discretionary withdrawals from Proposition 98 reserve or suspension of the guarantee when the state faces a budget shortfall. (2) address the critical teacher shortage by improving working conditions and compensation, expanding teacher training programs and streamlining the credentialing process. (3) allocate in the state budget for the fiscal year 2027-28 adequate funding for Stem programs for K 9-12, focusing on science, digital technology, engineering and mathematics. (4) propose establishing developing systems in partnership with California School Boards Association and local educational agencies to ensure under-served students are getting the necessary instructions, school counseling, and mental support in their communities. Furthermore, I plan to address the surge of teen mental health crisis in California schools with real solutions such as implementing strategies
that prevent mental health problems, promote positive behaviour, link students to mental health services and build safe supportive environments.
9. COMMONSENSE AND COMPASSIONATE IMMIGRATION REFORM.
If elected the next Governor and Commander-in-Chief (Title 32 U.S.C), I plan to enforce the federal judge ruling on September 2025, which prohibits the use of California National Guard for domestic law enforcement, participating in immigration raids and detention of farm workers.
10. SOCIAL SERVICES PROGRAMS.
I plan to mantain adequate assistance to the vulnerable populations, the elderly, disabled, lower-income families and enhance the quality of life in areas such as housuing, mental health, substance abuse prevention, education and employment. Allocate funds from Proposition 35 Managed Care, passed on November 5, 2024, to restore the loss of healthcare coverage for up to 3.5 million Californians due to cuts in the Republican bill.
11. PLANNED PARENTHOOD.
KEY OBJECTIVES: (1) Keep open Planned Parenthood clinics through a combination of state funding, legal challenges to Trump's efforts to defund Planned Parenthood. (2) Using the State Med-Cal to help cover the costs of services and to ensure the clinic's financial stability and ability to provide services for Californians.
12. $500 RAPID RELIEF CHECKS FOR EVERYONE.
The program offers up to $500 per household struggling from paycheck to paycheck, a quick financial support for daily needs, such as groceries,
utilities, and rent, during a period of high inflation. This proposal demonstrates my commitment to helping families and individuals facing financial hardship,
including seniors and people with disabilities. The program is to be funded from an income tax increase on wealthy Californians.
13. CRYPTO INDUSTRY TO MODERNIZE STATE GOVERNMENT TECHNOLOGY
I support a more favorable operating environment for crypto companies in California. The state's traditional financial system is obsolete, and often exploitive.
I support a shift towards more equitable financial solutions, the transition to blockchain and Web3 technology, and a crypto-friendly banking system over traditional banking.
I pledge to restore California as the global leader in new innovative technology, focusing on emerging technologies, partnering with major tech companies
to prepare the young workforce for AI through training programs and curriculum development in schools and universities, and clean technology and climate action
14. HEALTHCARE - CANCER STOPS WITH ME.
Astonishing, one-in-ten Californians will be diagnosed with cancer or know someone with cancer in 2025. The sad reality is that the California Cancer Care Fund Act (SB 987) Budget Fund is restricted to only certain cancer research. If elected, I plan to stop cancer in its tracts as follows: (a) Allocate more funding in the state budget for the fiscal year 2027-28 for specific cancer research programs to evaluate new targeted therapies such as immuntherapy drugs, Car T-Cell, Blinatumomab and Dintuximap therapy, the next generation drugs, the mRNA delivery systems to target cancer cells and minimize damage to healthy cells. (b) Ensure all cancer patients have access to biomarker testing to provide treatment based on specific characteristics of their tumor. (c) Ban certain substances in processed foods link to cancer such as: Nitrites, Butylated hydroxyanisole (BHA), Potassium Bromate and Propyparabe. (d) Ban the pesticide Paraquat linked to cancer and parkinson's disease. I served as Exexcutive Director for a cancer nonprofit organisation Prostate Cancer Resource I have witnessed the devastation cancer imposes on individuals, traumatizing their families including the caretakers. I need your support to help me stop cancer in its track. Thank you.
15. I AM COMMITTED TO A PRO-LABOR AGENDA.
If elected as the first union member to be California Governor representing a victory for organized labor which have seen a significant reduction in power due to
anti-union campaigns such as Billionaire Stewart and Linda Resnicks' Wonderful Nurseries v. United Farm Workers which resulted in the closure of the Wonderful Nurseries to avoid unionization. With regards to the contractual agreement beween the State and SEIU Local 1000 contractual agreement for members in bargaining units, 1,3, 4, 11, 14, 15, 17, 20, 21, I support allocating an additional one percent salary increase on top of the 3% worker receives on July 01, 2025.
16. PROHIBIT THE SELLING OF NEW GLOCKS IN CALIFORNIA.
On day one of taking office, I plan to enforce (a) Assembly Bill 27, banning the sale of Glock switches devices that convert semi-automatic pistols into fully automatic weapons with large-capacity magazines. (b) Assembly Bill 1127 banning gun shops from selling new glock-brand handguns and various off-brand imitators because the guns can become fully automatic.(c) Prohibit the selling of used glocks to others in private-party transactions and stricts requirement for obtaining concealed carry permits throughout California including the minimum age to be 21 years.
17. HEALTHCARE IS A HUMAN RIGHT. MY TOP PRIORITY POLICY IS TO PROHIBIT MEDICAL GASLIGHTING IN CALIFORNIA.
It is important to create a supportive and proffessional environment in the California Healthcare System. It is alarming to know that young patient's medical conditions are ignored in a 20 minute visit. They are left unheard and not validated in their feelings or beliefs by medical doctors. I plan to issue an Executive Order aimed at abolishing medical gaslighting to ensure young patients have the right to be fully informed about their medical condition and treatment options available to prevent cancer from progressing to a stage four diagnosis. Suffice it to say, a delay in diagnosis and treatment due to medical gaglighting can result in the worsening of a health condition, missed opportunities for early intervention and in some cases irreversible damage or death. The order direct providers, hospital systems and pathology laboratories to provide young patients or their first visit to a hospital or medical facilities and referral for CT-Scan with contrast, Pet scan or MRI screening for cancer.
18. SCHOOL SAFETY: MANDATORY IMPLEMENTATION OF ARMED SCHOOL RESOURCE OFFICERS ON SCHOOL CAMPUSES.
California had 96 school shootings from 2018-2023. Police presence at schools can be a matter of life or death. My top priority is the safety of California students. If elected, I plan to convene a Special Session of the Legislature to pass Assembly Bill 3038, intoduced by Assemblymember Bill Essayi, which provides for the presence of at least one armed officer on-site during school hours or when students are present on campus and to modify AB 3038 to stipulate that students of color and students with disability are not subject to discriminatory arrests or arrested for regular adolescent benavior when police have a presence in schools.
19. WOMEN'S HEALTH REFORM, RESEARCH AND EQUALITY.
Women make up over half of the California population. However, only a small portion of the $190 million allocated to the California Department of Health and Human Services in the state budget for the fiscal year 2025-26 was designated for women's health issues and research. I plan to reorganize the California Department of Health and Human Services and appoint Karsyn, a Cal Berkeley graduate with a Master's degree, to be Director of CDHH services.

I oppose the Trump Administration's implementation of Title 42 of the United States Code which would create a shortage of migrant workers in California's farming, meat packing, hospitality, and construction industries.
I support prioritizing investments in fire prevention, forestry control, the construction of the Sites Reservoir starting in 2026, desalinization plants in fire-prone zones, infrastructure repairs, and emergency services to safeguard lives and property from catastrophic events.
I pledge to use Executive Order to enforce the California Protecting the Right to Organize Act.
I support labor equality and climate standards for all state and federal funding.
I pledge to allocate funds in the California State Budget for the 2027-28 fiscal year for the Safeguard California Plan to identify vulnerabilities to climate change and prioritize actions to reduce the risk.
I pledge to ensure a unionized workforce for the federal $7 billion investment in California's Equitable Broadband.
I pledge to collaborate with the Legislature to implement a policy to help all Californians who can work find secure jobs that support dignified livelihoods.
Earmarked Federal funding will be allocated towards expanded public transit and water services to prevent the outsourcing of this work.
I support funding a comprehensive safety net for displaced workers, including wage replacement, healthcare coverage, and relocation assistance.
As the next Governor in 2026, I would maintain funds in the state budget for the Community Transition Fund in the 2027-28 fiscal year to provide local critical services and public sector jobs in oil and gas-dependent counties.
I support the low-carbon Economy Grant Program at the California Workforce Development Board.
I would prioritize protecting workers' rights, women's rights, and civil rights.
I subscribe to the point of view that public education is the rock of our democracy. As a dedicated teacher and the next Governor of California, I stand in solidarity with Cassondra Curiel, President of United Educators of San Francisco efforts to protect the health, and safety of students; to improve school infrastructure by installing solar panels; updating HVAC systems, and creating green spaces on campuses.
SUMMARY OF OTTO DUKE PROFORMA BUDGET FOR THE 2026- 27 FISCAL YEAR (the full budget will be released to the public in January 2026).
Introduction.
A breakdown of shadow leader Otto Duke's Budget Proforma proposals for the 2026-27 fiscal year is tangentially related to bolstering state revenues, setting clear goals, providing an alternate vision for addressing the various financial woes faced by the State of California, and promoting laissez-faire capitalism to create an economic boom in conjunction with rising stock markets and generating additional taxes for the state coffers.
Noteworthy, the state is shackled in debt. The economy has finally hit a wall. Interestingly, the eyebrow-raising California State Budget 2024-25 passed by the Legislature and signed by Governor Gavin Newsom on 06-26-2024, eschews the significant risk of double-digit operating deficits in the future.
Moreover, the Legislative Analyst's Office forecast spending growth from 2025-26 to 2028-29 was 5.8 percent higher than an average of 3.5 percent. Essentially then, at the end of the day, the revenue growth is unlikely to equal ongoing spending, creating a staggering budget shortfall adversely affecting Proposition 98 Public School System Stabilization Account which is down to $1.1 billion in the 2024-25 fiscal year from $ 8 billion in 2023-24 fiscal year with no deposit over the next two years. Noteworthy, the Budget for 2024-25 is expected to use $ 5.1 billion from the BSA (Rainy Day Fund) and an eyebrow-raising $7.1 billion in 2025-26 leaving a balance of $22.2 billion and $900 million from the Safety Net Reserve in 2024-25
The crux of the dilemma is that the California economy is on shaky ground due to a decrease in tax collection, a loss of population and businesses, and eroding institutional investors' confidence. These factors had a profoundly devastating impact on the budget deficit 2024-25-26, inexplicably wiping out the budget surplus in 2019 and creating a mountain of debt.
How long can the spending cost be sustainable in 2025-26? There is no clear answer from the policymakers in Sacramento at this stage. California's total long-term debt between state and local governments surged to over half-trillion dollars marking it the most indebted state in the nation. For this reason, I subscribe to the point of view, that the Legislature needs to face up to the reality that there is no stabilization in the future and that stagflation probability is shapely rising in 2025-26, creating low economic growth, high unemployment, high inflation, potential mass bankruptcies, and another blow to the cash-strapped state causing the impossible trinity: (a) unable to fund social infrastructure projects fully. (b) slow economic growth. (c) hyperinflation.
Indeed, economists and businesses have sounded the alarm, announcing several factors weighing against economic recovery for 2025-26 citing President Trump's pledged 25% tariffs against Mexico and Canada, which could drive food prices higher and reaccelerate overall inflation. According to the U.S. Bureau of Labor Statistics, interest rates remain stubbornly high: September 2024 - 2.4%; October 2024 - 2.6%; November 2024 - 2.7% with the Annual Rate of Grocery Prices indicating inflation is the highest since 2023.
In short, the California State Budget for 2024-25 signed by the "Debtonomic Czar" Governor Newsom is a fiction predicated on the assumption the economy will grow under Paul Atkin, Trump's appointee for the Chairman of the SEC. The tide is going out on Newsom's political career, leaving the state without cash or solutions, and the sad reality is the Legislature will be seeking a federal bailout from the Trump Administration to (a) avoid bankruptcy in the 2026 fiscal year. (b) restructuring of interest payments on the $11 billion loan procured from the federal government from 2011 to 2018 for the Unemployment Insurance Trust Fund.

More young people are getting cancer, and there is no exact cause for the rise. Researchers are trying to figure out if the COVID-19 vaccine or boosters played a key role. Noteworthy, colon cancer and pancreatic cancer are quickly becoming cancers of young adults.
I serve as Executive Director of Prostate Cancer Resource(www.prostatecancerresource.org), a 501 (c)(3) nonprofit agency located in San Francisco, California. I witness the devastation cancer imposes on patients and their families.
